The i3news.c is at /adm/daemons/i3news.c on my own test mud.  It is used for handling a news message data file.
The news.c is at /adm/daemons/network/I3/news.c on my own mud, it handles the packets.
header.txt is stuff I added to my /include/i3.h file for this
i3daemon.txt is just my I3 daemon, so you can see how I handle OOB packets
